What law is in force
Sections 1841–1843 of the FY2024 National Defense Authorization Act, enacted as Public Law 118-31 on December 22, 2023, created the National Archives UAP Records Collection. The law requires federal agencies to identify, review, and transfer covered records and sets standards for postponed public disclosure.
Record Group 615
NARA's collection began with records from ODNI, the Office of the Secretary of Defense, FAA, and NRC. By May 22, 2026, the public Record Group 615 page also listed NSA, the Department of State, and FBI series. NARA says transfers and online additions continue on a rolling basis.
Agency guidance required identification and organization work, followed by transfer of publicly releasable digital copies. A transfer or deadline does not guarantee that every record is immediately online or unredacted.
Enacted law versus proposed bills
The broader proposals often called the “UAP Disclosure Act,” including versions with additional review-board mechanisms, must be distinguished from the provisions that actually became law. Senate Amendment 3111 in 2025 and H.R.1187, the UAP Transparency Act, were proposals in the legislative process as of this review; neither should be described as enacted law.
What this record does not prove
Statutory definitions describe which records must be reviewed; they do not confirm that every phenomenon or category named in legislative text exists. Disclosure postponements can rely on national security, intelligence sources and methods, privacy, and other criteria. Their use does not itself reveal what a withheld record contains.
